According to the Shiite Muslims the Qur'anic command of wudu
comes in the sixth verse of surah 5. The verse has been translated by Muhammad Habib
Shakir as follows. Keep in mind this academic translation refers to the
cleansing of the feet.
Oh you who believe! When they prepare you for prayer, wash
your face and hands (and arms) up to your elbows; Rub the head (with water),
and the feet up to the ankles. If you are in a state of ceremonial impurity,
bathe the whole body. But if you are sick, or on a trip, or one of you comes
from the nature offices, or you have been in contact with the women and you can
not find water, then take the clean sand or the dirt by themselves, and rub
with her face and hands, God, do not practice you want to place in a
difficulty, but to be cleansed, and to complete your favor to you, for you to
be grateful.

Wash your face once.
Wash both arms and elbows once.
Cleaning a quarter of the head.
Clean both the feet once up to and including the ankles.
